The left side is the 言 (speech) radical, often associated with language, dialogue, or expression. The right side is 殳 (しゅ), representing action with a hand or tool. The on-yomi “セツ” and “セチ” appear in nearly all compound uses like 設計 and 設置. The kun-yomi “もうける” is rarely used in modern writing, but conveys the sense of “to establish” or “to provide.”
